It is known that some parts of the game were left undeveloped due to deadlines (i believe it was known this would happen entering development, just not to which pieces.), and I wonder, pure speculation, if this is at all related to the cleanup phase, or a marking that something is included because someone went out of their way to develop it, but it didn't quite work in the plot because other pieces were missing for a scene.
